I am seeking admission into the PhD Program of the Technische Universität Darmstadt. My
background includes a MA International Relations, MBA, and BS Public Administration. I also
served in elected office in the United States for 9 years and Wisconsin Supreme Court Board
appointed office for 10 years. I now seek to complete my education with the Phd program.
Why Germany for my research? First, my motivation to seek a Phd from Germany comes
intrinsically from my family’s historic German roots.
Why Darmstadt? Darmstadt is one of Germany's most attractive cities and is situated near
Frankfurt, Mainz, and Mannheim. It is also home to numerous research institutes that have
produced many well-known scientists.
Why the Technische Universität Darmstadt and the Science and Technology for Peace and
Security" (PEASEC) working group? TU Darmstadt and the Science and Technology for Peace
and Security" (PEASEC) working group, along with Professor Dr. Christian Reuter, are at the
forefront of research in the relationship between cyber/IT systems and peace/security/conflict
management; as well as the relationship among CYSEC, CRISP, and IANUS and the various
departments of the German government. Professor Dr. Christian Reuter’s research focus also
follows a similar path as the research topics I am proposing.
Why Cyber Warfare research? One could say that conventional ground forces and weapon
systems are only going to become a minor tool as opposed cyber warfare and autonomous
I am not a fatalist and believe we can stop it. This is why the research is
important because we must develop measures to create agreements, protocols, and laws against
the use of Cyber Warfare, just as in nuclear weapons.
