Help Mum Please!

Due to unfortunate circumstances (mainly the rise in the cost of living and the drop in value of South African currency) Mum has come to the end of her savings a lot earlier than expected, with at least two years to go before she can apply for full citizenship and assistance from the council. While we, her children, are able to provide some support, it is not enough and the council will not assist as she is not yet a full citizen. Despite the fact that she has paid her council tax like everyone else since moving here! We are now desperately seeking assistance for her as without this she will have to move out of her bungalow by the end of September, with a very uncertain prospect of where she will end up currently as we do not have accommodation facilities available for more than a very temporary period!
