The need for public involvement

It cannot be stated enough how very important a properly developed fundraising website is in order to involve as many organizations and individuals as possible in order to support a charitable cause. This is especially important when it comes to emergency management and more specifically when dealing with natural disasters which can have a very severe impact upon society and individuals in particular. It is especially poor people in developing countries which can be affected very severely by these natural disasters and they will depend very heavily on public donations and support in order to survive. This requires effective planning from the side of government and other local organizations in order to ensure that there are sufficient provision to take care of public needs in the event of a natural disaster.

Involving as many people as possible

It’s important to ensure that absolutely all sectors of the community are prepared for the impact which natural disasters may have upon local communities and this is why an attempt should be made to educate all citizens and especially students in local schools should be well prepared to deal with possible natural disasters which may be encountered. Safety and security consciousness is something which should be very much a part of the educational system in order to ensure that young people are well prepared to deal with possible natural disasters. Young students should never be underestimated because they often show a surprising ability to improvise in times of distress and therefore preparing them for the horrors of natural disasters is never a waste of time or resources.

The threat posed by old homes and buildings

Under difficult economic conditions many homeless people find shelter in abandoned and empty homes which are often no longer fit as dwellings. Although such shelters may under normal conditions be effective to shelter such homeless people from the elements, the problem is that should a natural disaster strike unexpectedly those abandoned buildings could turn into a deathtrap. However to effectively deal with this problem a large amount of public funding is necessary in the form of donations which are made to emergency management organizations in order to allow them to find alternative housing for this people. This is only one additional example to show the vast logistical consequences which may result from a natural disaster situation.

A caring society is vital

Through the years church organizations and other religious groups has been instrumental in situations where it was necessary to deal with the consequences of natural disasters. The contribution which can be made by these organizations are huge and therefore a way has to be found to effectively manage all of those resources in order to ensure that they are utilized optimally. These organizations often have substantial properties which could be used to provide people who are left homeless after natural disasters temporary dwellings. Many of these organizations also have emergency funds which could be used to provide food to those people who are in need. However in the event of severe natural disasters funds will have to be made available to acquire additional food sources to ensure that all of the needs of people who were affected by such natural disasters are adequately provided.

It’s difficult to predict the natural elements

Just in the last decade alone several global disasters has occurred which has affected thousands of people and which had a very large impact on the economies of several countries and which required a significant amount of maneuvering in order to deal with the impact of those disasters. This is exactly why it is point to have strategies in place as well as the necessary resources in order to ensure that a specific government or local organization are fully prepared to deal with all possible natural disasters which may be encountered. This is exactly why it is necessary to have a governmental organizations as well as local organizations in place as well as substantial amount of financial resources in order to ensure that communities and individuals which are effected by these disasters can be taken care of. This is something which should be ongoing and long-term planning should be in place to ensure that sufficient resources are in place to deal with any eventualities. This is why the involvement of society are so important and why it is necessary to donate to such charitable organizations because it is not possible to determine when such a natural disaster may strike the area where you are residing.

Managing resources are very important

Another important lesson which has been learned over the decades is the fact that it’s not sufficient to have a large amount of resources if there are no effective management of those resources which enables organizations to get those resources to those centers and communities when they are most needed. This is exactly why is important for governments to have a central emergency management center that are able to oversee the national resources of a country and whose responsibility it is to ensure that there are effective ways in which to distribute the available resources effectively and in the least amount of time so that it is able to provide relief where ever needed. All of these efforts require a substantial amount of funding and public donations in order to allow these emergency management organizations to function effectively. It has been seen over and over again that in locations where no provision was made and where no emergency organizations were in place the effects of natural disasters was significantly more severe than in those locations where proper provision has been made.

Conclusion

Natural disasters is something which can happen at any place and at any time and unless structures and processes are in place in order to deal with the consequences of such disasters people and communities will suffer unnecessarily. Although governments have emergency funding in place to deal with various emergency situations such funding are often not adequate to deal with a situation in a specific location or community and this is why public donations are so important in order to ensure that more funding are available in order to deal with emergency situations which are encountered.

Planning for Mission in Myanmar November 2017

Update posted by Roger K Olsson On Oct 08 2017

Summary of Policy Recommendations - Regional Integration and Connectivity

The crisis in Rakhine state has not abated more than four months since the October 2016 attacks by suspected militants sympathetic to the Rohingya community. As well, military operations against some ethnic armed groups in the country continued over the last three months, further aggravating civilian suffering in affected areas. As of early February 2017, UN agencies reported that about 1,500 houses in 30 villages in Rakhine have been razed and that close to 70,000 Rohingya Muslim refugees already fled to Bangladesh. At least 23,000 people in Rakhine have been internally displaced and over 100 people were killed in the aftermath of clearing operations conducted by Myanmar’s security forces. (Two unnamed UN officials, however, reportedly claimed that Myanmar’s forces may have killed more than 1,000 Rohingyas during the crackdown since October.) For its part, the UN Human Rights Commissioner’s office released a report on 3 February that detailed “mass gang-rape, killings (including babies and small children), disappearances, and other serious human rights violations by Myanmar’s forces” in a sealed-off area of Maungdaw in Rakhine. The report was based on 204 interviews of victims across the border in Bangladesh conducted by a team of UN human rights investigators. More than half of the 101 women interviewed claimed to have suffered rape or other forms sexual violence. Although the Myanmar government has allowed the resumption of delivery of UN and other agencies’ humanitarian aid to affected communities in Rakhine, this has been restricted through local staff and humanitarian workers could not undertake needs assessments and protection activities.

Summary of the subset of the mission

Hereby we intend to produce an assignment to mapping the need for relief efforts specifically in vulnerable areas with high risk factors. We will also immediately begin a parallel preventive effort to alleviate the circumstances surrounding a possible crisis in the region. The mission's starting point will be Minglar in Yangon. The most overwhelming thing we will accomplish with this effort is of a practical nature and includes a wider range of targeted efforts in the event of a possible disaster or crisis in the Minglar area of Yangon.

We already know today that there are always major barriers and obstacles in the execution of relief efforts in disasters so that a relief effort will reach the most effective way possible for the affected people in need. This missions main purpose herein is to shape the way of effective aid.

The assignment is an initial phase of establishing contacts for a local involvement in the matter concerning preventive measures for disaster response and the effective management of such a regional activity. The entire distribution chain assigned to this mission should be linked to a simple and clear operational description of the organization's resources and mapping so that other international organizations can also understand the significance of the initiative in the event of a situation of disaster management.

In practice, we should provide an infrastructure for an optimal distribution base of relief efforts based on a physical address in Minglar, Yangon. The on-the-spot operation is about establishing a permanent address for a local authority of the necessities in case of a disaster. The base for relief efforts will serve as a resource for the area in and around Minglar, Yangon, but also as a distribution base for further distribution of relief efforts in affected areas, where assistance is needed most.

A careful survey will be conducted to ensure that international assistance and supplies can effectively reach the need. This is done by charting and processing the map and the proposal on how to assist aid shipments arriving by air at the international airport to the most affected area in the most efficient way. This also requires a basic effort and investment according to specification for the cost. When the resource and physical adress is in place, a proposal will be dealt to local authorities for possible shortcomings and barriers to action of this nature. Near cooperation with local authorities ensures the most optimal in this contingency plan. It should also be in some form known to local authorities that the operation is permanent and will fill a function not only locally, regionally and nationally but also as a resource in case of a possible disaster in any of the neighbour countries, such as Bangladesh.

In a verbatim description, the mission intends to create a resource that provides a fast and effective relief effort, regardless of the nature of the needs. In a practical, easy-to-read scenario, an international assistance effort can be aired into the Yangon International Airport, the relief operation may be transported and stored on the local base from which a clear infrastructure is processed for further distribution, such as if possible with military helicopter efforts to a potentially affected area or a crisis area?

The definition of the mission in this phase is a strategic research project and relevant institutions need to be informed about critical steps in the process. A database under the UN body will be credited as a secure and confidential information channel and source for documentation for the current phase of the mission and the future. We wish, for example, the Security Council or the International Court of Justice to help us with this domain.

Meanwhile, when the first phase of the mission commences, less outgoing relief efforts will take place in the form of various activities that coincide with the charity organization and mission policy. These efforts are usually small local efforts with a detailed content and the need is usually very large and reliable once it has been identified. Thus, we will begin the outreach activities that are carefully documented, which we do for the local and rewarding needs and also to show up the great need through media and other information about the mission.

In this parallel-based sub-project, areas of need such as food supply to vulnerable families, housing needs, healthcare, employment and similar needs will be tested locally with direct efforts and means to alleviate the circumstances of affected and vulnerable individuals.

We will bring a perspective to chart the need for orphans for vulnerable children in the area.
Elder people who are in urgent need of medical care and sufferers of illness should be able to target individual cases on a case basis of aid or assistance.

We will try to link resources to targeted efforts for studies for young people in the region. A simple report on the perspective and need must be prepared and incorporated into the World Bank if it is needed.
In particular, vulnerable areas such as drug abuse, other abuse and crime, we will report through a particular form in so far as trends are considered significant in the region.

We consider us to be ready to commit the mission to establish the conditions for the mission as soon as possible. Date of the action is calculated from 1 November to 1 December, 1 February to 1 Marsh 2017.

If something is missing in the plan, we welcome all proposals for efforts and address requests based on a local perspective for proposed action.

Phase two of the mission will include an outcome for a more comprehensive contribution-based development effort with collaborative partners in different areas of need in Yangon, Myanmar.

Emergency Situations Preparedness 19 - Emergency management is the organisation and management of the resources and responsibilities for dealing with all humanitarian aspects of emergencies.

What are the advantages and disadvantages of using the military in civil and/or emergency situations like here? Notwithstanding that the desire for an increased amount of preparatory contact and information between emergency organisations, intergovernmental organisations, and the military would result in more problematic conditions. Instead, this could facilitate the community and routines for fast cross-training members of these communities could be initiated. Coordination is perhaps the most challenging aspect of civil emergencies of this magnitude.
