Help with Hip Surgery Costs – No Medical or travel Insurance

My father in law was admitted to emergency, on 19th of August 2018 late night at the Nanaimo General Hospital, BC, Canada. He is in Canada as a Visitor, to visit his grand children (my daughters). Unfortunately, he slipped on rocks and has broken his right hip. He is 63 years old. He has no medical insurance in Canada or back home in Egypt and unfortunately no travel insurance. The cost of his urgent surgery is 9230$ (8700$ hospital and 530$ for ambulance).
