Building low cost rentals

We have purchased a property and converted the main house into low cost rooms to rent. This currently does not cover the monthly cost of the loans. We would like to build an additional 10 rooms on the property to turn the project towards earning a profit. The purpose is not only to provide an income for us but to supply low cost rentals to the community to allow for a smaller stepping stone to get out of informal settlements for those employed, but living in these conditions, who wish to improve their lot in life.
