3 Rent increases in less than 3 months! I need help!!

My landlord sent 3 rent increases in May that he said were to go into effect 8/24. He sent 1 increase a week for 3 weeks and I thought he was nuts! Sadly I am wrong. He can increase my rent as often and as much as he likes here in Portland. I finally got a return call from Community Alliance of Tenants and apparently I'm now in arrears as well as needing to give him all but $175 of my monthly income for rent until one of the waitlists I'm on opens up. Worse he can send me another increase tomorrow for any amount and in 90 days I'll have to pay or hit the streets with my cats. I'm working on other housing including leaving the state to find something I can afford to keep us sheltered.

I hate to ask but we're in dire circumstances and need help.
