Help me become a programmer

Hi!

Education: 10th passed with Science Subjects, left F.Sc due to personal problems
Country: PAKISTAN
I love Programming, Web & Game Designing. I am a user of Windows and Computers since 2008 and started using Linux a couple of months ago. The main problem is that I don't have 24/7 hours access to the internet or in simple words limited access to the internet.
I am telling my father to get an internet connection since 2013 but every time when I asked them the same question, they passed it away by saying 'Next Year' and now it's 2018. I don't even have my own personal cellphone.
I am struggling with this old pc since 2016:
DELL OPTIPLEX 745
INTEL E4500 2.20Ghz Cpu - vt-x virtualization is not supported.
6 GB DDR2 RAM (only 2 GB ram comes along when my father bought it for me, others are bought and installed by me)
500 GB + 250 GB 2 HDDs (only a single 80 GB HDD comes along when my father bought it for me, others are bought and installed by me)

I also have a Youtube Channel and a Website got free from NameCheap via Github Education Pack, but left working on them due to the lack of access to the internet.

What would I do with the money I got:
#1: Will buy a New PC, that will be powerful enough to fulfill my needs.
#2: Will get an Internet connection and than will start learning the language I love C#
#3: Will focus on making my website feel responsive from every angle and to make more videos to grow my Youtube Channel
