STRAY CAT needs HELP ⛔

I found this stray cat in a bad conditions

It was freezing because of this rainy weather. It is sick and her or his leg is broken ( I don't know whether it's a female or male) It needs a veto urgently.
I don't have any experiences with stray cat and I'm not sure how much the Veto will cost that's why I choose 300$ to pay the Veto and to buy food and medication for it
It doesn't eat, I don't know what to do
