Reforest and Conserve Spring Water Project

This project is in Baan Huai Yang village, Nan Province, Thailand. We want to protect the spring water, recreate water supply for communities, stop illigal forest fire burning in Northern Thailand, and raise awareness on the importance of forest.

Background

Deforestation is one of the main problems leading to the climate crisis caused by humans. Only 25% of Thailand’s forests is still existent today. Especially the uncontrollable wild fires in Northern Thailand, which hit the landscape every year are causing harm to the forest and the livelihood of the people.

The community of the village Huay Yang(Moo4) at Tung Chang in Nan province is currently facing severe shortage of water supply. The village lies at the foot of the Luang Prabang Range and has ever gained their entire water supply from forest creeks, which were led to the village by 10 km long PVC pipes. Unfortunately, the water supply is not available anymore, which leads to distress for over 438 people(204 families) living in the area. Following reasons caused the situation:

1.The Huay Ped creek vanished and the water sources have completely dried up.

2.The forest has been destroyed by wild fires and the deforestation.

3.An increase of the temperature trough global warming effects.

There is an urgent need of sustainable solutions by the recreation of the destroyed landscapes and the further prevention of wild fires.

Target of the project

The main target of the project is to recreate the forest and the water sources in a 365 Rai / 0.584 km² sized community forest in order to establish a reliable and sustainable water source for the communities.

Targeted area

The targeted area is the community forest of the village Huay Yang, which includes the area of 360 Rai / 0.56 km² of forest land.

Methods of intervention

The recreation of the water source has already been successful in trial project from 2016 to 2021 at Sahainan Permaculture farm, which is next to the targeted community forest. In an area of 50 Rai(Sahainan farm area of 14 Rai included), it has been observed that after 3 years the water supply had tremendously increased and currently, after 5 years the recreated forest creeks guarantee fresh water throughout the whole year.

Through the following interventions in cooperation with the village leaders and communities the recreation of the water source will be realized:

1.Establishment of fire breaks to prevent wild fires, length 5 km

2.Construction of dams to catch water, 30 dams

3.Replantation of the forest

4.Training of the Communities to create understanding of the value of forest management and increase self-reliance.

ปลูกป่าคืนตาน้ำให้ไหลริน จากป่าสู่คงคาสู่มหานที

หลักการและเหตุผล

ปัญหาเรื่องน้ำดื่มน้ำใช้ของชุมชนที่อาศัยอยู่ตามเชิงเขาจะต้องอาศัยน้ำที่ไหลรินมาจากป่าเป็นส่วนใหญ่ ซึ่งต้นน้ำนั้นก็ต้องได้มาจากป่าไม้ธรรมชาติที่มีความอุดมสมบุรณ์ในระดับหนึ่ง

บ้านห้วยยาง หมู่ที่ 4 ต.ทุ่งช้าง อ.ทุ่งช้าง จ.น่าน ซึ่งมีครัวเรือน 204 หลังคาเรือน จำนวนประชากร 438 คน ก็เช่นเดียวกันที่ชุมชนได้อาศัยน้ำจากภูเขาที่สูงกว่าโดยการต่อท่อพีวีซีเป็นระยะทาง ประมาณ 10 กิโลเมตร ซึ่งเป็นระยะทางที่ค่อนข้างใกล การบำรุงรักษายาก มีปัญหาน้ำไม่ใหลบ่อย และมีปริมาณน้ำลดลงทุกปี

แต่หมู่บ้านห้วยยางเคยใช้น้ำจากแหล่งน้ำที่ใกล้ชุมชนที่เรียกชื่อแหล่งน้ำนี้ว่า"ห้วยเป็ด"ซึ่งเป็นเขตป่าที่หมู่บ้านห้วยยางรับผิดชอบขึ้นทะเบียนเป็นป่าชุมชนมีพื้นที่ทั้งหมด 365 ไร่ และมีระยะทางเดินท่อพีวีซีประมาณ 2 กิโลเมตร แต่ได้ทำการยกเลิกการใช้น้ำไปเพราะเหตุว่าตาน้ำได้เหือดแห้งลงไป

สาเหตุและปัจจัยที่ทำให้ตาน้ำได้ลดปริมาณลงเนื่องจากสาเหตุหลายประการ เช่น

- ปริมาณต้นไม้ลดลง

-ไฟไหม้ป่า

-สภาวะอุณหภูมิโลกเปลี่ยนแปลง

ซึ่งปัจจัยที่ทำให้มีการเปลี่ยนแปลงดังกล่าวนั้นจากประสบการณ์ของทางไร่สหายน่านซึ่งมีพื้นที่ใกล้เคียงกับป่าดังกล่าว ได้ทำการทดลองในไร่ตัวเองที่มีพื้นที่ 14 ไร่ และพื้นที่ใกล้เคียงรวมจำนวนประมาณ50 ไร่ โดยการทำอ่างเก็บน้ำฝนและฝายขนาดต่างๆในพื้นที่ จำนวน 14 จุดและปลูกต้นไม้ชนิดต่างๆและต้นกล้วย เป็นเวลา 5 ปี ซึ่งจากการสังเกตุเมื่อเริ่มเข้ามาในพื้นที่ในปีที่1 ไม่มีน้ำไหลตามลำห้วยด้านล่างเลย แต่ในระยะ2-3ปีต่อมาได้เห็นน้ำไหลเป็นระยะเวลานานในช่วงหลังจากฝนหยุดตก และในปีที่5ได้เห็นความชัดเจนว่ามีน้ำไหลตลอดทั้งปี

จากปนะสบการณ์ดังกล่าวข้างต้น จึงอยากจะขยายผลไปในแหล่งต้นน้ำดังกล่าวโดยมีวิธีการดำเนินการดังนี้

ระยะที่ 1 ป้องกันไฟป่าในฤดูแล้งโดยทำแนวกันไฟ ช่วงเดือน มกราคม-มิถุนายน

ระยะที่ 2 ทำฝายชลอน้ำในลำห้วย(ฝายแม้ว) ช่วงเดือน ตุลาคม-มิถุนายน

ระยะที่ 3 ปลูกป่า(เน้นกล้วยป่า)ในส่วนหัวน้ำ ตาน้ำ ช่วงเดือน มิถุนายน-สิงหาคม

ระยะที่ 4 ทำความเข้าใจกับคนเพื่อให้ตระหนักถึงคุณค่าของการจัดการป่าเพื่อพึ่งพาตนเอง

ระยะเวลาดำเนินการ มกราคม 2565-ธันวาคม 2565

งบประมาณการดำเนินการ

-งานทำแนวกันไฟ ระยะทางประมาณ 5 กิโลเมตร 60000 บาท

-งานสร้างฝายจำนวน 30 จุด 240000 บาท

-งานปลูกป่า 40000 บาท

รวมทั้งสิ้น 340000 บาท (สามแสนสี่หมื่นบาทถ้วน)

ประโยชน์ที่คาดว่าจะได้รับจากโครงการ

1. ฟื้นฟูระบบนิเวศน์ของป่าชุมชนห้วยยางจำนวน 365 ไร่ให้กลับมาสมบูรณ์ดังเดิม

2. เพิ่มการเก็บกักนำ้ในลำห้วยเพื่อสร้างความชุ่มชื้นแก่พื้นที่ป่าในหน้าแล้ง

3. ลดการเกิดไฟป่าอันเป็นต้นเหตุการเกิดฝุ่นควัน PM2.5

4. ส่งเสริมการมีส่วนร่วมของชาวบ้านรอบๆป่าชุมชนในการฟื้นฟูป่า

5. ในระยะยาวชุมชนจะได้รับผลประโยชน์จากแหล่งน้ำธรรมชาติที่อยู่ในพื้นที่ป่าชุมชนของหมู่บ้านต่อไป

Projet de reboisement et de conservation de l'eau de source

Ce projet se situe dans le village de Baan Huai Yang, dans la province de Nan, en Thaïlande. Nous voulons protéger l'eau de source, recréer un approvisionnement en eau pour les communautés, mettre fin aux incendies de forêt illégaux dans le nord de la Thaïlande et sensibiliser à l'importance de la forêt.

Contexte

La déforestation est l'un des principaux facteurs de la crise climatique provoquée par l'homme. Seuls 25 % des forêts de Thaïlande existent encore aujourd'hui. Les incendies de forêt incontrôlables dans le nord de la Thaïlande, qui frappent le paysage chaque année, causent des dommages à la forêt et aux moyens de subsistance de la population.

La communauté du village de Huay Yang (Moo4) à Tung Chang dans la province de Nan est actuellement confrontée à une grave pénurie d'eau. Le village se trouve au pied de la chaîne de montagnes de Luang Prabang et s'est toujours approvisionné en eau à partir des ruisseaux de la forêt, qui étaient amenés au village par des tuyaux en PVC de 10 km de long. Malheureusement, l'approvisionnement en eau n'est plus disponible, ce qui entraîne la détresse de plus de 438 personnes (204 familles) vivant dans la zone. Les raisons de cette situation sont les suivantes

1. Le ruisseau Huay Ped a disparu et les sources d'eau se sont complètement taries.

2. La forêt a été détruite par les incendies et la déforestation.

3. l'augmentation de la température due au réchauffement climatique.

Il y a un besoin urgent de solutions durables par la recréation des paysages détruits et la prévention des feux de forêt.

Objectif du projet

L'objectif principal du projet est de reconstituer la forêt et les sources d'eau dans une forêt communautaire de 365 Rai / 0,584 km² afin d'établir une source d'eau fiable et durable pour les communautés.

Zone ciblée

La zone ciblée est la forêt communautaire du village Huay Yang, qui comprend une superficie de 360 Rai / 0,56 km² de terres forestières.

Méthodes d'intervention

La recréation de la source d'eau a déjà fait l'objet d'un projet expérimental réussi de 2016 à 2021 à la ferme de permaculture de Sahainan, qui se trouve à côté de la forêt communautaire ciblée. Dans une zone de 50 Rai (14 Rai pour la ferme Sahainan), il a été observé qu'après 3 ans, l'approvisionnement en eau avait énormément augmenté et qu'actuellement, après 5 ans, les ruisseaux forestiers recréés garantissent de l'eau fraîche toute l'année.

Les interventions suivantes, en coopération avec les chefs de village et les communautés, permettront de recréer la source d'eau :

1. établissement de coupe-feu pour prévenir les incendies de forêt, sur une longueur de 5 km

2. construction de barrages pour capter l'eau, 30 barrages

3. replantation de la forêt

4. formation des communautés pour leur faire comprendre la valeur de la gestion forestière et accroître leur autonomie.
