The Australian people need to be more fully informed and play a more interactive role with elected governments on legislation.

For a party to be elected it must have a contract for election and that contract for election for a major party must include the following.

A list of the ministerial Portfolios

A list of the policy’s for each individual portfolio

A comprehensive budget for each of those policy’s both current ongoing and new

A time line for the implementation of new policy programs and the deletion of old programs

ALL members of parliament to fill a Ministerial Position must have relevant qualifications consistent with what would be required in Industry to fill a similar role.

All of these Contracts for Election must be shown on a Government web site

Failure to abide by time lines once elected will see that party loose office and have to go to a general election.

Government Website

The government must air all new legislation, deletions of legislation and amendments on this web site

Legislation voting on by the public before it can pass to the Parliament for voting , numbers must exceed 60%

The government website must include 3 monthly financials showing the state of the country’s finances.

The website must also include a section for public sponsored legislation in an appropriate form.

A unbiased news service needs to be incorporated into the site and linkages to all embassy’s world wide

So that online embassy services can result

Under the uniform states act all states and territories will be listed on this site as windows of service

Each states web site to mirror the federal site

 

Programs

All programs current and old must be shown with compliance audits shown annually of all programs, so the public knows what is going on.

 

Uniform States Act

Uniform states act is needed to ensure all states and territories have the same laws and delivery of Federal funded programs.

Each state and territory will abolish the upper house and incorporate local government into parliament meetings with voting rights. All local government legislation will go straight to the Federal Senate and act as the conduit of local government rights. This legislation will ultimately be voted on in the lower Federal house.

In state and territory parliament the sitting composition will be made up of Local Government Mayors and the Governor as the leader of local Government, The opposition and leader and the elected Government and Premiers Party, Ultimately the total Governing and running of the State and territory will rest with local government and the State Parliamentarians taking on the federal role thus reducing the tiers of government

Roles

The states and territories only to deliver the services and funded programs, the federal government will only provide policy on the delivery of programs. The federal government will ensure all funded programs are audited an meet the compliance guidelines.

The roles of Governor and Governor General will be by election in essence the head of local government will be the Governor in each state with each local government Mayor representing local government in Parliament, local government is designed to be none political and empowered by people’s needs

Taxes

Company tax is to be removed and will be replaced by a 5% tax on the final sale all exports will carry this tax.

Payroll tax is to be totally removed.

All wage earners will cease to lodge a tax return for wages the tax will be collected by the employer and paid , the tax will be a flat rate of 20% regardless of the amount paid. A tax return will only be required for investments and this again will be 20%

GST will apply on all products and exporting companies will no longer receive the final GST refund for purchases will not apply as no offset sale GST applies.

All religious , charities , NGOs and associations will pay all taxes as they apply under the tax code for business operations.

All companies using tax havens will be forbidden to operate in Australia

Capital gains tax will cease to exist.

Australian Land and Assets

Australian land can and will be only sold to Australian residents.

Foreign ownership in Australian companies whether by individual or corporations will never exceed 33%

No Government will have the right or power to sell Australian tax paid assets without a referendum

at federal level

Pax Australis

Travel and visa’s between countries where Pax Australis is in force can receive a 12 month visa renewable under agreed conditions.

Common currency advantages will apply where negotiated

 

Environment

The creation of excessive carbon , methane and other toxic elements will be criminalized

So that our environment remains pure and pristine for all generations to come
