Asocia?ia BUMERANG is launching a program that will offer social, educational and professional support for ex-offenders by establishing a Reinsertion Center in Bucharest, Romania.

Our organization aims to continuously improve the quality of life and wellbeing of present and future generations, through an integrated approach between economic development, environmental protection and social equity.

Our mission is to promote the transition to sustainable ways of living and a global society founded on a shared ethical framework that includes respect and care for community life, ecological integrity, universal human rights, respect for diversity, economic justice, democracy, and a culture of peace.

We understand the barriers that a criminal conviction has on the employability of our future beneficiaries. Therefore, we are starting an inter-institutional initiative developed to deliver programs and applications to support the settlement and re-integration of ex-offenders in the community.

In Romania there is a lack of post-dispositional programs and intermediates to facilitate the access of ex-offenders into the labor market and to reduce barriers between the target group and the employer. The necessity of creating a center for social, educational and professional support of ex-offenders in our community is enormous given the fact that studies by The National Penitentiary Administration (Administra?ia Na?ional? a Penitenciarelor) in Romania shows that in our country 60-80 % of inmates are returning to state prisons.

The complex program of the Reinsertion Center will provide education and training, guidance and mentoring, work training and personal development for adults who have recently been released from penitentiary to increase their chances of finding a job and playing an active role in society.

The Reinsertion Center will host a range of services aimed at empowering economically vulnerable people by engaging them in sustainable social, educational and economic programs.

The project’s goal is to improve access to education and reintegration into the labor market for ex-offenders by creating sustainable systems to:

• offer support services including personal support, mentoring, coaching, group work, psychological counseling, personal development, supported progression and evaluation;
• provide outreach and education to upgrade their knowledge and skills through integrated basic skills instruction, work-based training that increases specific job skills through workplace education programs and a broad range of certified educational modules; and
• deliver employment support like job-shadowing programs, internships, practical trainings, job placement intervention – job readiness classes, supported work and transitional employment.

Our interest in social inclusion and system probation led us to almost 3 years of volunteer work in penitentiaries in Romania, Germany and Poland and to participate in different study visits in various penitentiaries throughout Europe.

As a result of our experiences we decided to launch this initiative that is unique among the existing programs, and we strongly believe that our years of experience working in penitentiaries can make this vital project a great success. Through this campaign we can directly address the critical problem of social exclusion from labor market in Romania through the Reinsertion Center.
