Help Me Save My Parents

Our Bulgarian friend, Rumen, has been diagnosed with a brain tumour. His operation to remove it will cost over 3000 US (including after care) and he doesn't have the money. We would love to help him but we don't have that kind of cash (we only live on my husband's state pension). Rumen is a lovely man and has worked all his life but is too young to receive a government pension at the moment so funds are low/non existent.
