Help me! Me life is terrible!

Hello! My name is Tatiana and I live in a beautiful city on the planet St Petersburg in Russia. It's really a great and beautiful city, but I live in terrible conditions.
I live in a Dorm where I have one dormitory that I share with my brother and mother. In our dorm about 40 rooms per floor. On the floor there are cockroaches and bedbugs, that the neighbors just don't want to slack off, and when they poison us,then it is useless. Neighbors swear every day it's very loud and they often say to slander me and my family.In the spring we have roof leaks and the ceiling and some walls are flooded with water. It flows right in the room and we turn the buckets so as not to drown the downstairs neighbors. Despite all this I finished school with a medal for the highest score and will now have to work and study in high school to help his family.
I want to collect 200.000 $ to buy an apartment with the best living conditions. I love my city and know a lot about its history, culture and architecture.
