Help Me Build a PC for My Programming Education

Hi! I'm Onur. I'm a twenty-year-old Turkish guy whose dream is to become a programmer. I will start my associate degree in programming this fall, so I will need a computer. I already have a secondhand laptop (a very old Toshiba) that I got from a guy for $50. This was the best I could afford given my circumstances. But unfortunately, it wasn't enough. Let alone programming on this, running Windows alone is painful. It keeps shutting down randomly. I have no income other than my student loan which is $75 a month and it can barely help me. My father is a public officer, my mother is a retired nurse and they are unable to help me on this. Given Turkey's financial situtation (Turkish lira losing value), computer prices have skyrocketed and I'm helpless. I really can't afford a new computer. That's when I thought I had run out of options and decided to fundraise for the first time in my life. I don't need much. I already have a decent monitor, a keyboard and other accessories. I only need a PC that can run an operating system and perform basic commands without breaking down. I won't do heavy stuff. I believe $250-300 would be more than enough for this.
