Help Gypsy walk again

Gypsy is a German Shepard who was involved in a hit and run car accident a month back. She recovered well, however has started to dedierate and has lost the use of her back legs. She desperately tries to keep up with the other dogs by dragging herself along the ground which has caused her to tear her hair out, file down her skin leaving behind bloody open wounds. She is unable to hold up the back half of her body and vets believe it to be neurological and required surgery urgently.
Gypsy desperately needs surgery in order to repair the damage that has been caused to get the very best out of the life she has.
Without this surgery Gypsy won’t survive and her quality of life will deteriorate rapidly
