Help Adopt little Fred junior

I let this precious boy, Freddie Junior and his mom move in with me so she could save money to get their own place. Things were ok-ish for about 2 months of living here. One night she went to work and just didn't come back. She left ALL her belongings including her 6 month old baby boy. After a few days of no answers to texts or calls I called hospitals, police departments then finally contacted Child Adoption Services (CAS). CAS looked for her to no avail so after a few home visits and checks of all kind about me they granted me his "safe place". Through courts I was granted custody but I want something more permanent. So there is NEVER a chance of this happening to him again and he will ALWAYS be safe and loved to pieces.
Since I am not a blood relative It will cost about triple what it would cost if we were related which makes NO sense to me but that is how it is unfortunatly. PLEASE help me adopt this handsome boy that is now 3 yrs old. Anything is helpful and prayers are welcome. Thank you in advance.
