Target group and approximate number of beneficiaries:

100 households (600 people) in the Ntene-Ntene community will benefit from the project through the construction of sanitation and water structures (storage tanks, drainage pits), provision of sanitation equipment and hygiene sanitation awareness training.

3.0 BACKGROUND AND INTRODUCTION

The North West Region of Cameroon has experienced severe upheavals from political demands which led to protest and strikes. This devolved into an armed conflict, resulting in the destruction of schools, markets and, retaliation against villages through the burning of houses, harassment and violence. As of March 30th 2018, the United Nations estimated that 160,000 people were reportedly displaced and, over 20,000 Cameroonian refugees were registered in Nigeria. The impact of the crisis and armed conflict on livelihood, shelter, hygiene and sanitation has caused many issues behind the challenging moments the IDPs are facing. Since the beginning of this year, aid agencies are struggling in responding to this crisis, and many gaps remain unfilled.

4.0 NEEDS PROFILE AND JUSTIFICATION

Before the start of the crisis, in Anglophone Cameroon in 2016, the hygiene and sanitation situation in the city of Bamenda was not good but was not neglected. The influx of IDPs hosted by households has made the situation more challenging as there is overcrowding in homes, poor waste management and hygiene. Sanitation remains a call for concern by the IDP host families and the authorities. Keeping the IDPs busy has also been a call for concern as most of them have no jobs and thus struggle to survive

A living conditions rapid assessment conducted by volunteers at Mbiame New Vision indicated that 87% of the interviewed IDPs responded that their primary need is hygiene and sanitation, as well as a need for clean water supply.

In certain cases, this has led to some IDPs fighting over space, food and hygiene products which are insufficient in host families. Many also spend their days idling or hanging around with peers in bad company.

AIM & OBJECTIVES

It is in the above context that Mbiame New Vision is proposing to undertake a prolonged intervention aimed at mitigating the impacts of the crisis by involving IDPs to take up vocational training and facilitating community hygiene and sanitation improvements. Mbiame New Vision proposes to carry out this intervention to improve the sanitation and hygiene conditions and increase engagement of the IDPs in the Bamenda central town.The provision of sanitation equipment will include; ( soap,rakes, Shovels, Buckets to) to 100 households.

To facilitate hygiene & sanitation improvement, Mbiame New Vision proposes to procure and distribute Soap and other cleaning supplies to 100 households. Further, Mbiame New Vision will improve the condition of 15 wells currently in use by the community and construct 5 new ones to facilitate water supply to the growing population. The communal effect of this intervention is expected to improve sanitation and hygiene both at the household and community level, and reduce vulnerability to diseases.

Specific objectives of the proposed intervention are:

  • To improve the hygiene and sanitation conditions of the IDPs.
  • To prevent the spread of diseases like ,dysentery Cholera and Typhoid
  • To improve the availability and access to sanitation equipment and supplies.
  • To improve the sanitation situation at the household level through awareness training programs.
  • To create action in the community through the project which will help to curb idleness.
  • To improve upon and increase water supply in the community
  • Establish a vocational training centre

5.0 Expected Outputs

By end of the project period, Mbiame New Vision expects to have realised the following in each part of the intervention.

100 households supplied with sanitation equipment.

100 Households provided with access to clean water supply

20 strong community mobilizers committee (CMC) provided with awareness trainings on hygiene and sanitations who will again later conduct campaign at the community level


20 new wells. 15 wells currently in use will be improved with motorised pumps and storage tanks to allow for ease of water sterilisation.

Most women and girls will be trained with vocational skills at the established centre

5.1 Activities

The project is expected to begin as soon as funds are granted.

The following activities will be undertaken:

5.2 Provide training to communities mobilizers Committee, from within the IDPs on hygiene and sanitation awareness and preventions.

Training will be provided to community mobilizers Committee (CMC) on hygiene and sanitation awareness. The trainings will be aimed at creating the capacity for the IDPs committee to mobilize.

5.3 Establishment of a vocational training centre in ntene -ntene

During the intervention, Mbiame New Vision will implement the establishment of a hygiene and sanitation awareness centre. This centre will be used to train members of the community in hygiene and sanitation awareness, project implementation, and team building skills. The centre will also be used as a headquarters for the program, where activities can be organised, the project coordinated, and supplies and equipment can be stored. The structure that has been designated as fit for this purpose is the Mbiame New Vision office in Bamenda. It has been chosen as it has the sufficient qualities necessary for the project.

5.4 Construction and improvement of 20 wells to sanitary conditions

A significant factor in improving hygiene levels will involve ensuring the IDPs and locals have access to clean drinking water. Currently, IDPs and locals are using wells that are insufficient for this task, as the water they are provided with is not clean. The most ambitious part of this project will revolve around improving the wells currently in use by expanding them, installing motorised pumps to assist procuring water, and building storage tanks to allow ease of sanitation of the water. With access to clean water, many of the health issues for the residents of the Ntene-Ntene community will be resolved as they will have access to clean water for drinking and cooking, freeing them from a significant risk of disease; as well as providing clean water for cleaning, washing, and personal hygiene, also significantly lowering the risk of disease.

5.5 Identification of beneficiaries and distributions of sanitation equipment and supplies.

In each of the targeted areas, a list of targeted beneficiaries will be drawn after an assessment of need and discussion with the local leaders. Supplies distribution committees shall be formed. Each household will receive 1 small box of soap (containing 10 pcs), 1 rake, 1 shovel, 1 trash can and 1 bucket.

6.0 TARGET BENEFICIARIES

The project will target internally displaced families or roughly 600 individuals (based on an average family size of 6) in the area. The criteria of selection will be based on an assessment of families with poor hygiene conditions, and who are described as poor and most needy.

Gender focus

Mbiame New Vision will emphasise on the participation of women and girls in all aspects of work, including receipt of supplies, selection of training participants and community mobilizer’s committee along with other extension activities, transmission of extension messages, and contribution to project planning and evaluation.



7.0 METHODOLOGY

Mbiame New Vision will train the local community mobilizers committee on the advantages of good hygiene and sanitation management practices, waste storage and household hygiene. Trained community mobilizers will be encouraged to incorporate the improved awareness training into their own thinking and accurately share and carry campaign activities with the IDPs.

Distribution of program inputs (sanitation supplies) to families will be co-ordinated by assistant programme coordinator Mme Munyuy Mercy Vernyuy according to prepared distribution schedules put forward by Mbiame New Vision Programme director. Mbiame New Vision will make every effort to co-ordinate its distribution of resources in a manner that does not generate conflict by ensuring as much community participation as possible. Past experience has shown that resource allocation is a major source of conflict and hence in this project the staff will be very deliberate in the drawing of functional and acceptable Community Action Plans that are wholly endorsed by the IDPs elders and the entire community. Significant amounts of time will be spent on community mobilisation and sensitisation.

All Mbiame New Vision procured stuff, soaps, equipment, training services etc will be transferred hand-to-hand from a Mbiame New Vision member to the intended beneficiaries, and shall coincide with technical support messages. All discussions on the process and methodologies will be held on a head -to- head basis with the beneficiaries and the local leadership.

This approach is preferred as it assures accountability and helps build trust with the community. Mbiame New Vision has built sufficient social capital through its long-term engagement in the area and hopes to utilise these gains in the proposed action.

8.0 MANAGEMENT AND COORDINATION

In implementing the proposed project, Mbiame New Vision will coordinate with the local organisations; the Bamenda Rotaract Club, Bamenda Rotary Club, as well as civil society organisations. In particular, Mbiame New Vision will coordinate with the district authorities in Bamenda and the IDPs elders. These will be instrumental in mobilizing community contribution to the intervention.

The program shall receive leadership from the programme director and programme coordinator. At the field level, the project will be administered by a project manager and project staff in charge of the day to day administrative issues at the project site.

Mbiame New Vision will continue to manage the procurement, receipt and forward handling of all items (i.e. rehabilitation equipment and sanitation supplies). It will also play a major role in communication and information support for the project to Bamenda Rotaract Partners. A qualified and experienced financial manager based in Mbiame New Vision will ensure the financial management of the project.

As always, Mbiame New Vision will strive to procure, store, and distribute in the most acceptable manner employing all measure of accountability and quality control. Entry and exit of supplies will be strictly controlled. Purchase and distribution of sanitation supplies will be clearly documented and participation of the local leadership in the process shall be ensured.

Monitoring and Evaluation

As a standard programming practice, Mbiame New Vision will utilise a concept of results-based programming requiring that all projects contain inbuilt monitoring and evaluation components. By implementing this into the project, Mbiame New Vision will track activity implementation in order to ensure that the project remains both on time and within budget. Further, monitoring will be useful in detecting undesirable results as well as in validating assumptions. Mbiame New Vision proposes to conduct a mid and end term evaluation with which findings will be shared with all partners.

Project Reporting

Weekly and monthly reports will be produced by field-based staff, to ensure regular and systematic collection of data and statistics to guide the implementation of activities.

To ensure that proper benchmarks are being identified and attained, and that necessary modifications to the programme are made in a timely and effective manner, Mbiame New Vision will use the log frame approach in monthly reporting to act as a cumulative indicator of achievements made against set objectives. Monthly reports will address a variety of issues, listed below:

Supported by proper training, supervision and overall direction from the management staff, the programme will continue to rely upon the many well-qualified Mbiame New Vision Staff to manage and run the day-to-day operations in the field.
