This multi-million peso project did more damage than good and was a waste of good government money simply for the time immemorial reason of its failure to involve civil society in its decision-making body. PNNI, who has criticized this project as spending too much on research and mapping of MPAs than on enforcement activities, evenly cautioned its execom that its livelihood direction was unregulated and unsound. Without any enforcement activity, fisherfolk wantonly harvested corals to catch lobsters to meet a booming tourist economy. No violators have been caught; no CDO issued; and no more corals in Espanola. Sigh.
