without water no more

me and my fiance moved to Tucson two months ago found a place quick and started getting utilities on but when it came to water my fiance has a10 yr old past due balance and we we're told we had to pay it off in full before they would turn on water so we stared saving and in the beginning of October our car got broken into while my fiance was at the gym, she left her purse in the car along with our checks we just cashed, so we had to pay our rent late on three 29th of October plus all late fees, so we are playing catch up and just paid this months rent and don't have a dime saved towards water, we going on three months now and really need a helping hand.
