Wheelchair swing for Second Grade Student

I am interning at an elementary school and we have two students who are wheelchair-bound. Unfortunately we are in a very poor county and have very little funding. We want something for these kids to do, because their free time and recess time are incredibly limited.

The second grade girl, especially, is frustrated, because she was recently paralyzed from the waist-down, so she is used to being active.

Wheelchair accessible swings (HERE) range around $1,300.
