The child is most often a contributing member of the family unit. Frequently the child will be put to work in whatever field the family has undertaken as its mainstay or elsewhere that some work is available and even minor financial contributions can be made to the family unit by the child. The occurrence of such circumstances is greatly increased among the poorer families and the under-privileged class here. Working in conjunction with city officials that work with many of these families on a regular basis, it was discovered that the city often subsidizes the family unit through the use of Educational Foster Parents. Educational Foster Parents are people, generally living overseas, that provide financial support by paying for the child’s costs associated with schooling as well as providing a limited number of subsidies to the family in the way of food, clothes and other basic necessities, regulated and controlled based on the child’s academic performance.

 

While this may certainly seem to be a more practical approach, it also seemed to lead the way to corruption and limitations caused by certain prejudices based solely on academic performance. There can be little doubt that an academic education is among the most suitable but not all children are going to learn the same way and not all children are going to prosper even with a basic academic education. Many children, as evidenced historically, possess more in the way of vocational talents than they do with Scholastic Aptitude. Should their families be allowed or even forced to suffer or go without simply because the child has a different strength or ability? Additionally, all of the Educational Foster Parents were being forced to supply a “full load” of family subsidies whether those subsidies were distributed to the families in need or not. In somewhat candid conversations that were obviously off the record, it was noted that such contributions were often “lost” when the families did not earn them.

 

These contributions may very well have gone into other areas where Social Welfare and Development takes care of those in need and nobody is making any accusations at all but the fact remains, that when a donor or guarantor pays for the assistance of someone, it seems as if that person should indeed be the recipient of such aid. (The WVI works under Philippine Law where any charity that exceeds thirty percent of donations for administrative costs will lose its license and the person(s) running the charity can face civil or criminal charges in cases where the administrative costs exceed those limitations)

 

Perhaps the most glaring problem with this setup is that it still leaves the entire family unit at the mercy of the child and often, waiting for years to see whether or not the child can develop a more secure future with the education that has been received. Even then, the family is dependent on the child for the rest of their lives and that, only if and when the child can utilize the limited education that they have had the opportunity to receive and turn that into a successful career. The family remains in a state of (often) abject poverty, their situation scarcely improves at all and even when it does, any actual contributions to the family are more often than not, negligible at best. Thus, it was brought forth a call to look for ways to aid the entire family unit rather than simply taking the child out of the home to give them an education while the whole family continued to suffer and live in poverty.
