Vehicle Damage in Flood

Good day. I am currently working as a paramedic in South Africa. We are experiencing drought in my area, but paradoxically during the first winter rains a flash flood damaged my vehicle. The best quote I could get was around 10000 ZAR (744USD) to fix the vehicle. Because of various protests and criminal activity, public transport is very unreliable and I am having great difficulty getting to work.
