trying to get my daughter home

I am trying to aise money to get my daughter back. I let her go visit her dad and hes tying to keep her from me. i have got help from his commanding officer. he told him he has to give my daughter back to me since he does not have custody of her. i am trying to do this asap since i now know he is trying to get full custody of my daughter. my problem is she is in flordia and i dont have the funds to go get her. i have already priced my options, which is plane or car. please help me bring my daughter home.
