To start my own website

Hello. I had planned since my high school years to build my own website where I can place Google ads or any fine ad. My website will be a lyrics and chords site of Filipino songs. Here is my Blogger site right now: http://kantangnoypi.blogspot.com/. Google domains is not available in the Philippines, so, I will need to purchase from another. I have searched some hosts/sellers and, more or less, the total for the first year is Php3,500.00. If only they would allow me to pay them per month, I could have started long ago. But, with the year-advanced payment, I can't. Please, help me start.
