To open legally run foundation that can rise funds to bring treasure back after war times

Plan to rise £200000 the more the better for starting foundation that can raise funds to bring treasure back to Poland. Items that were lost during the wars, that were never compensated and being damaged and in private collectors hands that only keep them for their own profit.
