To built a rc plane with autopilot and fpv cam

My project is to build a rc ( remote controlled) model plane that has the capability of flying on its own ( autopilot) and has an fpv cam on it with live feed and also an AV recorder. This plane can be controlled from 7 miles away . Only limitation to this project is that the plane only flies for a short amount of time (est flying time - 30 mins). We have an idea of fitting solar panel on its wings, so that battery can recharge while aircraft is in air. Flying time can be increaced by replacing it with a power ful battery but we need help from you to do that. This type of aircraft can be used in an occasion of disasters (eg - flood). This can scout out whats the situation and what help might be needed for the people. Can be used for researc. Feild for those who need an eye in the sky.
