Purpose

To collect 2000 euros in order to buy new (thermal) socks for the refugees in Dunkirk

Current situation

As a result of the many wars and persecutions in the Middle-East and the continuous flow of refugees, there are currently residing between 500 and 1000 men, women, families and non-accompanied minors in Dunkirk. Most of them are Iraqi Kurds, who are living on a patch of land in the middle of an industrial area. Their living conditions are precarious. There is no running water. People sleep in tents, provided that these not have been seized, destroyed or rendered useless with pepperspray by police. They don’t have sufficient clothing, nor access to basic health care or personal hygiene supplies.

The reason why these people are choosing to live in these conditions is a lack of other possibilities. For many this place is a temporary stop on their way to the United Kingdom, where they hope to find a better life. Returning to their country is not an option as they already have left behind one or more murdered family members. Asking asylum is usually pointless, as the prosecution of Kurds has not officially been recognized as threatening. Many of the refugees in Dunkirk already received a return order which stipulates that they have to return to their home country. Others have their finger prints taken in other countries, such as Greece, Italy or Hungary, to which they will sent back if they contact the French authorities in an attempt to ask asylum here. These countries are known to lock up these refugees in inhumane detention centers.

Why Dunkirk?

We, deliberately, choose to focus our initiative on the refugees currently staying in Dunkirk. First and foremost, we made this choice out of practical reasons. In the last two years we have been volunteering with organizations focusing on the region. As a result, we are familiar with the site and situation. In the last two years, we have had many conversations with Iraqi Kurds, which has led to a very clear image about their concrete situation and needs.

Other organizations

Of course, there are many organizations that go daily, weekly or monthly to Dunkirk to offer humanitarian assistance to the refugees. Some of the main organizations are Care4Calais, Terre d’errance, ADRA, The Refugee Women’s Center, as well as Belgian organizations such as Ghent4Humanity, vzw Humain and the Belgian Aid Network. They usually collect donations in the form of sleeping bags, sanitary items such as tooth brushes, toothpaste and shower gel. These items are distributed on the spot. Other organizations focus on the distribution of meals.

Why socks?

Although some of the organizations mentioned above also collect clothes, there is still a huge shortage of clothing. Often the donations are too limited, which results in only a little part of the population receiving a piece of clothing. This has led to many organizations not accepting donations of clothing anymore, as it is unbearable to leave so many people disappointed. That is why we keep the scope of our project limited: we only want to buy socks. We only want to buy socks, but enough socks to make sure every single refugee has warm feet. As everybody knows: cold feet make the entire body temperature drop. For many years we have seen that, although shoes and coats are being distributed in small amount, socks lack completely in the packages refugees receive. Socks are often forgotten, while in a cold winter period they may be the most crucial item of clothing.

Situation actuelle

Suite aux guerres et persécutions nombreuses au Moyen-Orient et au flux de réfugiés qui en résulte, 500 à 1000 hommes, femmes, familles et mineurs non accompagnés, séjournent actuellement à Dunkerque. Il s’agit principalement de Kurdes irakiens, qui y “habitent” sur un lopin de terre boisé, au milieu d’une zone industrielle. Leurs circonstances de vie sont précaires: il ne disposent pas d’eau courante, dorment dans des tentes – pour autant que la police ne les confisque pas, ou les rende impraticables en se servant de gaz poivré -, ils n’ont pas assez de vêtements chauds, ni accès aux soins de santé élémentaires ni à des installations ou objets d’hygiène personnelle.

Néanmoins, ils optent pour une vie dans ces circonstances difficiles, surtout par le manque d’opportunités. Pour la plupart des réfugiés, cet endroit est un arrêt temporaire dans leur route vers le Royaume-Uni, où ils espèrent trouver une meilleure vie. Un retour à leur pays d’origine ne constitue pas une option, étant donné qu’ils y ont laissé un ou plusieurs membres de famille (entre-temps) assassinés. Demander l’asile n’a pas de sens, car la persécution des Kurdes n’est pas officiellement reconnue comme étant suffisamment menaçante. Dès lors, de nombreux réfugiés à Dunkerque ont déjà reçu l’ordre de retourner à leur pays d’origine. D’autres ont dû enregistrer leurs empreintes digitales dans un autre pays d’Europe, souvent en Grèce, en Italie ou en Hongrie, où ils seront immédiatement renvoyés dès qu’ils contactent les autorités françaises (Règlement Dublin),et où ils seront, selon toute probabilité, enfermés dans des centres de détention dégradants.

Pourquoi Dunkerque?

Nous optons consciemment pour une action qui soutient les réfugiés séjournant actuellement à Dunkerque, et cela en premier lieu pour des raisons pratiques. Depuis deux ans, nous nous engageons tous les deux comme volontaires dans des organisations qui se concentrent sur cette région et nous connaissons entre-temps le site en profondeur. Grâce aux nombreuses conversations que nous avons menées sur place avec les Kurdes irakiens, nous disposons d’une très bonne vue sur leur situation concrète et leurs besoins.

Les autres organisations

Il y a évidemment beaucoup d’autres organisations qui quotidiennement, hebdomadairement ou mensuellement fournissent de l’aide aux réfugiés à Dunkerque, comme Care4Calais, Terre d’errance, ADRA, The Refugee Women’s Center, ainsi que des organisations belges comme Ghent4Humanity, vzw Humain, Belgian Aid Network. Ils collectent pour la plupart des donations (des sacs de couchage, des objets sanitaires comme des brosses à dents, de la pâte dentifrice, du gel douche) qu’ils distribuent sur place. Certaines organisations se concentrent sur la distribution de repas.

Pourquoi des chaussettes?

Si quelques-unes des organisations mentionnées ci-dessus collectent et distribuent également des vêtements, les besoins vestimentaires des réfugiés sont insuffisamment satisfaits. Souvent les donations sont trop restreintes, ce qui a pour conséquence que seulement une petite partie des réfuhiés ne reçoivent effectivement un vêtement. Il en résulte que beaucoup d’organisations n’acceptent plus de donations de vêtements, ni en achètent, étant donné qu’il est très pénible de regarder droit dans les yeux du 100e ou 200e réfugé qui n’a justement pas pu mettre la main sur un manteau chaud. Pour cette raison, nous avons opté pour un projet limité: nous ne voulons achter que des chaussettes, mais alors suffisamment de chaussettes pour donner des pieds chauds à TOUS les réfugiés. Car il s’agit d’un vêtement essentiel, auquel personne ne pense: si des chaussures et des manteaux sont encore distribués dans une moindre mesure, les chaussettes manquent complètement dans les paquets distribués aux réfugiés. Et comme le sait tout le monde: à cause de pieds froids, la température du corps tout entier baisse – une chose à laquelle les réfugiés sont particulièrement sensibles en temps d’hiver.

Huidige situatie

Ten gevolge van de vele oorlogen en vervolgingen in het Midden-Oosten en de aanhoudende vluchtelingenstroom die daaruit voortkomt, verblijven er momenteel tussen de 500 en de 1000 mannen, vrouwen, gezinnen en niet-begeleide minderjarigen in Duinkerke. Het gaat voornamelijk om Iraakse Koerden, die daar “wonen” op een lap bosgrond, te midden van een industriezone. Hun levensomstandigheden zijn precair: ze beschikken niet over stromend water, slapen in tenten – voor zover deze niet door de politie worden in beslag genomen, kapotgeslagen of onbruikbaar gemaakt door middel van pepperspray -, hebben onvoldoende warme kledij, noch toegang tot basisgezondheidszorg of middelen voor persoonlijke hygiëne.

Toch kiezen ze ervoor om in deze harde toestand te leven, voornamelijk door gebrek aan andere mogelijkheden. Voor velen is deze plek een tijdelijke tussenstop naar het Verenigd Koninkrijk, waar ze hopen een beter leven te vinden. Terugkeren naar hun thuisland is geen optie, aangezien ze daar al één of meerdere (intussen) vermoorde familieleden hebben achtergelaten. Asiel aanvragen is meestal zinloos, aangezien de vervolging van Koerden niet officieel erkend wordt als voldoende bedreigend. Velen van de in Duinkerke aanwezige vluchtelingen beschikken dan ook reeds over een bevel tot terugkeer naar hun thuisland. Anderen hebben dan weer hun vingerafdrukken reeds in een ander land moeten laten registreren, vaak Griekenland, Italië of Hongarije, waar ze meteen terug naartoe gestuurd worden wanneer ze contact opnemen met de Franse autoriteiten (verdrag van Dublin), en waar ze in alle waarschijnlijkheid worden opgesloten in mensonterende detentiecentra.

Waarom Duinkerke?

Wij kiezen er bewust voor om onze actie te richten op de vluchtelingen die momenteel in Duinkerke verblijven, en dat in de eerste plaats omwille van praktische redenen. Beiden zijn we reeds twee jaar actief bij vrijwilligersorganisaties die zich op deze regio focussen en we kennen de site intussen dan ook bijzonder goed. Door de vele gesprekken die we ter plaatse gevoerd hebben met Iraakse Koerden, beschikken we over een heel goed beeld van wat hun concrete situatie en noden zijn.

Andere organisaties

Er zijn uiteraard ook vele organisaties die in Duinkerke dagelijks, wekelijks of maandelijks humanitaire hulp bieden aan de vluchtelingen, zoals Care4Calais, Terre d’errance, ADRA, The Refugee Women’s Center, alsook Belgische organisaties zoals Ghent4Humanity, vzw Humain, Belgian Aid Network. Zij zamelen veelal donaties in (slaapzakken, sanitaire objecten zoals tandenborstels, tandpasta, douchegel) die zij ter plaatse uitdelen. Sommige organisaties focussen op het bedelen van maaltijden.

Waarom sokken?

Hoewel sommige van de hierboven vernoemde organisaties ook kledij inzamelen en uitdelen, wordt aan de vestimentaire noden van de vluchtelingen nauwelijks tegemoet gekomen. Vaak zijn de donaties te beperkt, wat ervoor zorgt dat maar een klein deel van de aanwezigen effectief een kledijstuk ontvangt. Hieruit volgt dat vele organisaties geen donaties van kledij meer aanvaarden, noch deze aankopen, aangezien het zeer pijnlijk is om in de ogen van de 100^e of 200^e vluchteling te moeten kijken, die net geen warme jas meer heeft kunnen te pakken krijgen. Daarom is het opzet van ons project beperkt: wij willen enkel sokken aankopen, maar dan wel voldoende sokken om álle vluchtelingen warme voeten te kunnen geven. Want laat dat nu net een essentieel kledijstuk zijn, waar niemand aan denkt: als schoenen en jassen dan toch nog in kleine mate uitgedeeld worden, ontbreken sokken volledig in de pakketten die vluchtelingen ontvangen. En zoals iedereen weet: door koude voeten daalt de hele lichaamstemperatuur – iets waar vluchtelingen in een koude winterperiode bijzonder gevoelig aan zijn.
