She’s hocus pocus brokus

So my girlfriend has to pay €10k for university per annum due to her legality in the country. She has been living in the country since she was 9 years old (she is now 17) and has gone through the entire school system, this whole thing has been such a nightmare for all of us. And now she has to pay €10k instead of €3k because she isn't an Irish citizen which she was supposed to be by this time. Any help would be greatly appreciated as we are all struggling to help put her through college. All she wants is to get her degree so she can go and travel the world with me. But we don't know if she's going to be able to get her degree if we have to keep paying €10k per year on our own. Thank you.
