Shelter for stray cats

Hey animal lovers! I live in indonesia to be exact Serang city. In Serang we don't have any animal shelters or organizations. The population of stray cats and dogs is about 80% !! I have at the moment a paralyzed cat, a broken cat, and an abandoned baby kitten and there are a 1000 more like them in the streets of my home city. I want to start the first animal organization in Serang to take in all the unfortunate cats and dogs but im only a college student so i was wondering if a fundraiser would be a good idea? And if i should try to get donations? I've never started a campaign before so im not sure.
