reunion with my dog!

I have a one and a half year old German Shepherd. Her name is Dai Dai, meaning clumsy in Chinese. My parents went through divorce earlier this year and my mum was taking care of Dai Dai. but my mum runs a restaurant and working 12+hours every day and said she cannot take care of her anymore, and i really want to relocate my dog to Toronto before my mum giving up for adoption.

Dai dai is like a family to me, especially with no other sibling, she has been my sister and I really want to take care of her here in Toronto. Transportation fee is much higher than I thought, most of the agency i searched and asked quote me around $4000CAD-$5000CAD because Dai Dai is a big dog weight 26kg, air transportation with 15 hours flight from China to Toronto plus additional vet fees. I saved up at least $1000 but really will some help to make sure Dai dai is a good hand with me, and not some stranger's house.

any advice or suggestion or previous experience for pet relocation oversea is helpful too.
