Research fund for my PhD degree

Hi! I am currently taking up PhD in Economics at a university in the Philippines. I am also a part-time faculty member at the same university. My monthly salary will not be enough to finance my research for my dissertation writing which will start in August 2019. I hope to finish my doctorate degree by 2021 so I can finally seek for a full-time position. While my part-time job allows me to attend to the medical situation of both my parents because it has a flexible schedule, I would like to have a permanent job after finishing my doctorate degree.
