The electricity has been shut off at a residence in Lassen County California by Lassen Municipal Utilities District. This is an emergency situation. It is now October, and there are 3 past due bills, in the total amount of $710 past due. The Power company is charging a "$250" fee for reactivating the electricity, with bill being paid within one (1) month, the fundraiser stops on November 15, 2017.
The 2017 flooding of the Susan River in Susanville, CA was a disaster that affects many, many residents in Lassen county, hopefully independent fundraising organizations and people like this one will help to remedy the affects that catascrophe's like the flooding of the Susan River (Video highlighted) will have negatively on community members in the Lassen County, and surrounding areas.

LMUD's 2017 230kV proposal, posted on the PowerBackOn website, taken from LMUD.ORG LMUD's Website, to build a bundled double-circuit conductor system for renewable energy projects in the Lassen service area, with a maximum capacity 230 kiloWatt output, has reasons listed "could pick up various ... renewable energy projects within Lassen services territory." This sounds extremely complicated, although viable, for a Municipal Utilities District that works compassionately, and in an empathetic, yet fair way with its "customers".
