Petition against Uganda Social Media Tax

Cyber Law Initiative is a non-profit organization in Uganda with a Vision to Transform and shape the interaction of Technology with Law.
On 2nd July 2018, the organization together with its directors challenged the Excise Duty Amendment Act, 2018 of Uganda which introduced the tax of 0.5 US dollars on Over the top services (that is social media Tax).
The organization argues that this tax is an economic curtailing of freedom of expression, access to the Internet, a violation of open access and net neutrality among other things such as freedom to access to information.
This follows the action of the Government of UGANDA placing this social media Tax and blocking access to those unable to pay the fee directly. There's a lot of ambiguity in the various descriptions in the Act which amount to violation of intellectual property rights of the social media company owners.
Last but not least, the tax did not go through the due legal procedures of Parliament since it was birthed from the desire to curtail "idle talk" as had been stated by government.
In a bid to rescue our citizens from these blatant violations of human rights and Internet freedoms, we thus seek this fund to push the matter to succeed in the Constitutional court which will declare the Excise Duty Amendment Act, 2018 null and void.
