P!ease help my daughter get married

My daughter has just found out that she cannot book her wedding because I was born overseas after my British parents emigrated then returned to England when I was 10. She needs to get passport for the registry office. Also her partner's mother was born in Scotland which means he also needs a passport for the booking. They have both been through very difficult times and getting married was something great for them to focus on. As parent's which have also been through tough times we just don't have the money to help which is devastating. I cannot help where I was born, but hope anyone that could help however big or small will know I would be eternally grateful. They have just lost their deposits as we were unaware that there would be a problem.
