pay for alzheimer care for father because the long term care we’ve been paying on for 25 years refuses

My father was Chief of Cardiology and helped everyone who would need help regardless of money. He needs help now and cannot ask for it. He is finally in a facility that actually is taking care of him instead of neglecting him. He and my mom have been paying for 25 years for long term care however, they refuse to pay for Alzheimer care because the wording is not exact, even though according to Colorado Statutes they qualify. Semantics is causing a huge problem. My mom has burned through 70K since mid August to take care of him. She has depleted their savings and is having to pay 8,000 per month for his care. We unfortunately cannot care for him at home we tried. Please help me help a man who helped so many.
