Online education and educational gear

Hello there! My name is Aleksandr. I`m 22 already, live in Russia. I have never been in university,     because of a poor economical situation. And even now it got from poor to worse. I always had a dream - go to University and study Web development. But there is absolutely no way to do this. Until now.

I`ve found a brilliant website of udacity.com. It could help me to get all required certifications to find a good work as a web developer. It`s much cheaper than leaving my country for better higher education, but still - 200 dollars per month... Well, my monthly salary won`t allow that. 

So I came here to ask for your help. All I need is about 4 months of education (about 800$) and about 1,200$ for a new laptop (as my old one can`t even write simple Java-based applications, it`s so slow).
