Norino Village Rural Medical Point “Med-Punkt”

Over the last three years, my mother spent her summers in our ancestral village Norino, in Ryazan region in Russia. Living in the beautiful nature and surroundings of the Meshera strengthened her health and brought her a lot of happiness. Our wonderful village nurse, Oksana often cared for her, providing her medical and psycho-social support. This summer, my mother passed away. She was 87 years old. During her last, very difficult days, Oksana was always nearby. For our neighbours and local residents, Oksana is a source of reliable, round-the-clock help and support. Her patients are the village elderly, often lonely and living with disabilities, grandmothers coming for the summer months, grandfathers and their grandchildren. Oksana treats and cares for their injuries, infections, calls the ambulance when needed, refers them to the precinct doctor, provides and oversees how her patients take their medication.

In the village of Norino, remarkably, a small rural medical point, the ‘Med-Punkt’ still exists. One room also serves as the village library. However, it is in an old, wooden building that is falling apart, and is no longer safe to enter or use. It still holds a filing cabinet with the medical files of local villagers and a few medical instruments. Oksana enters the ‘Med-Punkt’ when her patients call on her for help. Residents of Norino, nearby Milenino and Nemyatovo villages find it convenient to go to the Norino ‘Med-Punkt’ because it is within walking distance between the villages. The only other ‘Med-Punkt’ is 7km and the regional clinic is 35km away, with no public transport connecting the villages, and along roads in poor condition.

Local residents want to repair the Norino ‘Med-Punkt’, to make it safe and functional. The vast majority of villagers are elderly persons with a pension of 200$ per month. Many have generously contributed what they could and others have volunteered their time and skills. However, the means are insufficient, and we have appealed for help to friends, acquaintances, and people living in nearby towns and villages. The local healthcare budget is so inadequate, that Norino has been told that there will be no public funds available for the repair of the ‘Med-Punkt’ for many years to come.

Over the last 20 years in Russia, half of the rural medical points, clinics and hospitals have been closed, with tens of thousands of doctors and nurses losing their jobs. Those who remain working in rural areas on average earn around 200$ per month. While medical care and facilities in towns and cities have improved, in villages and small rural settlements, local nurses often shoulder the full weight of medical and palliative care. This is why it is so important to help out and preserve our local Norino ‘Med-Punkt’ and nurse Oksana!

According to preliminary estimates, the cost of repairing the Norino ‘Med-Punkt’ will be 5,000$. The villages of Norino, Milenino and Nemyatovo would be very grateful for your help, however small, which will be spent on building materials and paying for local construction labour.

Последние три года моя мама провела летние каникулы в нашей родной деревне Норино Рязанской области(1). Жизнь там и удивительная природа Мещеры (2) укрепляла ее здоровье, доставляла ей радость. Медицинскую помощь и психологическую поддержку ей оказывала наша замечательная деревенская медсестра -фельдшер Оксана. Этим летом мама умерла, ей было 87 лет. В последние нелегкие дни Оксана была рядом. Для местных жителей и летних дачников она надежный круглосуточный помощник . Ее пациенты – деревенские одинокие старики, часто с инвалидностью, приезжающие на каникулы бабушки, дедушки и дети. Оксана оказывает помощь при травмах, инфекционных заболеваниях, вызывает скорую помощь и связывает с участковым терапевтом, предоставлет лекарства и следит за их приемом.

В деревне чудом сохранилось здание медпункта, в нем также расположена библиотека. Здание находится в аварийном состоянии и потому формально медсестре нельзя в нем работать. Но там хранится картотека и некоторые инструменты. Оксана заходит в медпукт, когда ее просят пациенты . Жителям деревни Норино и прилегающих деревень Миленино и Немятово удобно посещать медпункт, поскольку он расположен в пешей доступности между деревнями. Ближайший медпункт расположен в 7 км и районный – в 35 км и туда не ходит никакой общественный транспорт, да и дорога в ужасном состоянии.

Местные жители собрались отремонтировать медпункт, чтобы в нем стало возможно работать. Большинство из них – пенсионеры с пенсией 200$ в месяц и, несмотря на их вклад в ремонт и личное участие, средства на ремонт приходится привлекать из разных источников, в основном обращаясь за поддержкой к друзьям, знакомым, землякам. Местный бюджет на здравоохранение настолько мал, что на ремонт медпункта в нем не будет денег еще многие годы.

За последние 20 лет в России было закрыто половина сельских медицинских пунктов и больниц, уволены десятки тысяч врачей и медсестер, зарплаты медсестер в среднем составляют 200$. Конечно, появились оснащенные медицинские центры в городах, но в деревнях первичная медицинская и паллиативная помощь ложится на плечи местных медсестер. Поэтому важно сохранить рабочее место для нашей медсестры Оксан ы!
