Campaign Story
Capacity building for integrated natural resource management
This component will focus on capacity of local levels of government, non-government agencies, and other critical stakeholders.
Human capacity building at the regional, county and community levels
The intention of this component is to create a critical mass of trained individuals (with a high priority placed on capacity building for indigenous people) for natural resource planning, decision-making, implementation and monitoring. The strategic focus of these activities would be at the national, departmental, county, and watershed levels. Assistance in this sector will include capacity building in organization, administration, planning, and financial management, as well as technical aspects of sustainable resource management through financing for training, technical assistance, studies, training seminars, workshops, materials and other educational opportunities.
Participatory mechanisms
The project will need to finance technical planning exercises, technical assistance, diagnostics, training, workshops, and logistical and operational expenses. The strategic focus of these activities would be at the community and watershed
Collaborative decision-making and conflict management mechanisms
To address natural resource access and management, the project would support the strengthening of forums for multi-level consensus building, collaborative decision-making and conflict management processes. The project would finance training, decision-making workshops, and consensus building processes at the local and as well as cross-jurisdictional levels.
Monitoring systems
The project will strengthen environmental, biodiversity, and socioeconomic information systems that support planning and decision-making in the natural resource sector. The emphasis will be on providing information to local and regional decision-makers. It will also support the monitoring of natural resource use, access and conservation, through local monitoring components including participatory activities. These could include information management systems such as GIS-based monitoring systems. Investments could include consultants, workshops, equipment acquisition, and study of long-term self-financing mechanisms.
Sustainable productive activities
Support execution of the cottage industry Cluster strategies
The project will support efficient development of these Clusters by: (a) strengthening and improving production methods enabling farmers at the infra-subsistence, subsistence and market-surplus producing levels to become competitive suppliers; and (b) supporting vertical and horizontal integration of cluster activities through development of needed infrastructure. Production of bamboo tea leaves and coconut oil production industries are amongst the industries likely to pop up from the project.
Support implementation of the Forestry Cluster strategy
The project would finance direct investments to strengthen regional Forestry Clusters oriented towards increasing forest cover and better management, more efficient forest industries, strengthening of the role of local organizations, and better environmental management of the sector.
Project administration.
This sub-component will support the technical assistance, financial services, training, logistical and operational requirements necessary to ensure the appropriate and efficient administration of project activities and resources.
Project monitoring and evaluation
A comprehensive biodiversity and socioeconomic monitoring system will be supported to help monitor biodiversity and the impact of the project. Under this sub-component, the execution of the project itself will be monitored and evaluated.
