Neighbor poisoned my kitty(Link’s Emergency Vet Bill)

Crowdfunding is not something I have done before but now that I have exhausted every other option I find myself here. My neighbor is slowly trying to kill my cats. First we caught his spraying Taco with pesticides but the cops said there wasn't enough evidence for an arrest. A few days ago He threw a can of mackerel into the yard that he had half opened and put some sort of toxin in and now Link's fur is falling out and he can't stop scratching and has sores all over his body. He has always been the most lovable and affectionate little.guy but before we took him to the vet he wouldn't even let me near him, he refused to eat, and unless I can come up with the funds for the vet bill they are going to turn him over to the humane society to have him euthanized. He is only a year old and he means more than anything to me... please... literally anything would help. What if someone did this to your furry little ones?
