Needing Help in PR

Hi, my name is Luis. During the last hurricane I did not recieved any help from the government agency's. I live by myself, and currently sustain myself with an income from social security. The last 2 years have been not that great. I would like to fix my house and pay my bills that are behind. It's been a series of unfortunate events, the last one with loosing my car in a flood. Any help will be appreciated. The gool is to fix the home which is about 8000 and the rest is for bills and the car.
