My Grandmother $25000 Hospital Bill

My grandmother are 83 years old this year, she having some heart issues which is heart failure. She need RM118,000.00+ for the electric heart replacement approximately U$D30,000.00 We already paid about RM20,000.00 (U$D5,000.00+) So we need more U$D25,000.00 We already submitted loan form to government which can sponsor the electric heart to us since last year 2017 but there is still no response from the government department.
