My birth place and Study

Every one of us has a dream of living a better life. And I am one. I have thought of this over and over. I should go to where my birth place is and live there, work, study and start to achieve my dreams. I have a problem getting a passport because I am still 19 years old and still need my father's consent. I was born in japan and grew up in the Philippines. My parents are separated, filipino mother and a japanese father. We dont have a communication with my father for years now. I have two older sisters and they are busy living their own lives now in japan they dont even have a second to say hi to me. So I'd rather not bother to ask help from them. I don't know what to do, but I knew the woman I wanted to be. I know that I can do this by working hard its just that I don't know. I don't even go to college. Help..
