Mudi needs surgery :(

my moms dog has been struggling to breathe properly lately. Since he is a chihuahua he was born with a weak windpipes. Now he keeps getting Collapsing Tracheas and it is getting worse. Therefore, we need help for a surgery to help him breathe again and live his life like a normal dog, like running around and playing. He is only 4 years old and have many years left and we don't want to put him down since he is the most amazing and loving dog we have ever had.
