Looking for working capital to start a social media company

This has been a dream of mine for years. I currently work in Law Enforcement. I want to start my own social media business to help other smaller businesses thrive. I have worked in run down areas for years and see a lot of businesses going out of business because they don't have enough social media presence. This is something I want to change.
