Knee surgery and rent money

Hi my sister is 58years old and she has bi-polar.

She is unable to hold onto a job bc of her knee that needs a surgery to stop from hurting. It’s to the bone and bone rubbing each other and needs to be filled with something so they don’t rub each other. Very painful for her. She also needs assistance for rent where she is living while she isn’t working in the moment. She is very high strong in asking for help. It doesn’t help that she is bi-polar bc we can’t get her to see government assistance. She fights us about everything.
