Keeping my kids

On June 4th when my children arrived at my home to visit me for the summer, they were covered in flea bites, wreaking of cat urine and my older child had a pencil eraser sized abscess/infection in his mouth. I realized right away that I needed to look into their living environment at their mother's house (who lives across the country from me). Upon my own investigation I have been able to prove that my son's dental needs have been neglected for at least one entire year resulting in this abscess that required a tooth to be pulled to drain and clear up the infection and three other areas of decay that needed fillings. I discovered multiple occurances of domestic violence between the children's mother, her live-in boyfriend and his father. The children's mother has recently been arrested for DUI (.224), driving down the wrong side of the road and felony possession of a schedule two controlled substance. The possession charge was the result of the police responding to an altercation in the parking lot of a club between her and her boyfriend at 3AM. One of the police reports indicate that their arguments are very physical. Throwing TV's, wrestling each other, pushing, scratching, holes in walls and even throwing items at the car when one is trying to get away. My children are 4 and 6 years old and it devastates me that they have to be in this environment. I will be breaking the law in only a few weeks, if I do not send them back. I need to raise money to pay a retainer fee for an attorney so that I can obtain emergency custody and keep my children safe in my home. I have contacted child welfare in both states and neither will get involved because they're both arguing over who has jurisdiction to investigate this matter. I have attempted to file paperwork with the court in my home state, but was shut down by the clerk because the original court order isn't from this state. I have spent hundreds of hours researching laws, investigating the circumstances and speaking with attorney's who tell me this is an open and shut case. I just don't have $5000.00 to give them. Please help. These are innocent babies who are being corrupted and traumatized by senseless, selfish, immature behavior and acts of violence in their mother's home.
