Hurricane windows

I am a recently retired art teacher. I taught in a Title One school for 20 years. I live alone, in the same house for 44 years. I still have a large mortgage payment (due to refinancing in the "bubble"), after all these years. Suddenly, after I retired this year, my homeowners insurance went up by $3500 per year! They said it was because I do not have impact windows and/or hurricane shutters! I have NEVER had them, but now it costs $3500 per year extra to NOT have them!  My SS and teacher pension barely cover my mortgage and bills.  Impact windows cost $7200. Hurricane shutters cost $7500.  I have had double knee replacements, and hanging shutters would be very difficult for me, if not impossible.  I never made enough as a teacher to save any money (even though I have a Master's degree, and National Board Certification.)  I can't afford the increased homeowners insurance premium on what is now a fixed income (about half of my previous salary!)  Can you help me pay for the windows?
