Who We Are


Almega Partners are two small-business African-American land developers who have built infrastructure and replacement housing for the "Black Oakies" who settled in Teviston, CA 93256, near Pixley, during the early 1960s.

The Problem

Teviston Community Service District is denying Almega Partners a Will Serve Letter for “Water” services in order to build-out its new community market and multi-family development in this destitute, small Hamlet of Teviston--adjacent to Highway 99 in the California Central Valley Town of Pixley, CA 93256. They are also denying these developers the right to participate in the Internal Revenue Services’ 2017 Tax Cuts and Jobs Act which established Opportunity Zones to incentivize investments in thousands of low-income communities in all 50 states, District of Columbia and territories. The TCSD, along with the major gas and electric utility providers, agreed to serve the subdivision when it was originally entitled. Now that Almega Partners has completed installation of all utilities, installed a manhole, curb & gutter, storm drainage facilities and built out 8 of the homes, the denial of water service kills completion of the subdivision by Almega Partners. We are asking the court to order water service connection plus damages.

We need your help! We need your support for the $150,000 Legal Fund for trial set for October 25, 2021. Without the funding, we don’t have a chance to right this injustice that's upon us! We count on your support!
