Desperate need for Orphan to Settle DEBT in order to apply for Passport :(

Hi..I'm doing this for a good hearted friend. He is an orphan and in a desperate need of money to settle a debt before he could get apply for a passport to travel and earn for himself. The debt is about $9000, is it possible to help him? He is facing so much problems back in his country due to this issue. There's no family to back him up. It will be very helpful if the cost can be covered by July so he could start the passport processes. Each dollar counts in this desparate situation. I was thinking long about helping him via go get funding page (which i have no knowledge) but i feel scared and afraid people might misjudge me. Please please please help this poor man.
