Help Young Morthuja

My little brother Morthuja suffers from cerebral palsy he is 9 years old.
Here is his story:
Morthuja was born on July 6th 2003, he was one of a surviving twin who was also born on the same night.
My mum went into early labour she was 27 weeks pregnant.
Her waters broke at home and she gave birth to Morthuja at home. We called the ambulance straight away around 2am... We told them what had happen they said they was sending a crew straight away however we waiting and waited there was no ambulance! Soon after my mum gave birth to my other little brother Yahya (Deceased), still we continued to call ambulance they said they was on their way. It had been atleast half and hour since we made the call and atleast 20 minutes since my mum gave birth to the yahya the younger one of the two and still there was no ambulance. I was 11 years old and watched my youngest brother Yahya pass away before my eyes! why did he pass away because he never received any oxygen at birth.
The ambulance did not come until 1 hour and 20 minutes after we made the 999 call. What was the excuse ?? It was a clear night good weather, no traffic, what took them so long? When the ambulance did arrive eventually the confirmed my youngest brothers death.
Now my surviving brother of the twin suffers from cerebral palsy. He cannot walk neither can he communicate properly. His slowly losing his vision and he has atleast between 7-10 seizures a week! Which the doctors have said with every seizure it damages his brain.
I dont know what to do.. I don't know how I can help him no more I don't have the funds to help him.
I want to raise money so i can get him private medical treatment and give him a good life.
